Proposals for the Mega Parcel RFOTP were due on June 6, 2022 at 12:00pm. All proposals were publicly opened in the FMERA offices beginning at 12:30pm, in accordance with Section 5.0 of the RFOTP. FMERA received FOUR (4) proposals from the following proposers, listed in alphabetical order:

Please be advised that no additional information will be provided at this time. Pursuant to FMERA’s sales rules, N.J.A.C. 19:31C-2.19, offer documents are not public until the execution of the contract.  In keeping with FMERA’s standard evaluation process and its sales rules, FMERA’s Evaluation Committee will begin its review of all submitted proposals for compliance and proposals will subsequently be scored based on the evaluation criteria outlined in Section 8.0 and ATTACHMENT #3 of the RFOTP. FMERA will make no representations relative to the highest scoring proposal until such time as the staff is prepared to recommend the approval of a Purchase and Sale Agreement and Redevelopment Agreement to the FMERA Board. Fort Monmouth, NJ (March 31, 2021) – The Fort Monmouth Economic Revitalization Authority (FMERA) today announced that it has sold the Marina at Oceanport to Asbury Park Development Partners (APDP). The property was subsequently transferred to restaurant operator, Mario Criscione. Under an operator’s agreement with FMERA, the Marina at Oceanport has been open since 2015. FMERA’s sale of the property occurred on March 25. 

The Marina at Oceanport is located at Oceanport and Riverside Avenues in Oceanport on the eastern-most portion of the Fort Monmouth’s Main Post. The Marina Parcel is an approximately four-acre parcel that contains a 71-slip marina and boat launch ramp at Oceanport Creek, a restaurant, and off-street parking. The site is adjacent to the approximately-80-acre parcel of land known as 400 Area, which will serve as the neighborhood center of Oceanport’s redevelopment. FMERA anticipates issuing a Request for Offers to Purchase for the 400 Area within the next year.

The former Fort Monmouth marina was severely damaged in Superstorm Sandy, and its subsequent renovations brought new life to the facility. The Marina at Oceanport reopened at the site nearly six years ago, under an operator’s agreement between the FMERA and Mario Criscione, after the renovation. The FMERA Board approved a Purchase and Sale & Redevelopment Agreement with Asbury Park Development Partners (APDP) for the sale of the marina parcel in 2018.

The restaurant has indoor seating at tables for approximately 52 patrons and additional seating at a bar inside the facility, as well as outdoor seating, overlooking the water, that can accommodate another 60 patrons. For those looking to “dock and dine,” the restaurant has boat slips available at its easternmost piers, closest to the public boat launch. The Marina also offers a broad array of entertainment, including trivia night, karaoke, and live music.

“We are thrilled to take ownership of the property that we have been operating these past several years and have exciting plans for The Marina at Oceanport as our community begins to recover from the pandemic,” Criscione said.

Indoor dining and entertainment have been temporarily scaled back due to the on-going pandemic. In the interim, patrons may enjoy additional outdoor dining opportunities. The Marina is currently offering tented, outdoor seating for approximately 60 diners, equipped with heaters and all social-distancing precautions in place. In the coming months, the Marina expects to roll up the walls of its tented dining area, known as the Riverdeck, and expand their outdoor dining to include dog-friendly dining tables with umbrellas. Live music is also expected to resume outdoors, weather permitting.

“The sale of the Marina brings another excellent business to the Borough of Oceanport and contributes to our vision for a walkable community, complete with amenities that will contribute to an appealing quality of life at Fort Monmouth and the community at large,” said FMERA Executive Director Bruce Steadman.  “Additionally, the Marina will contribute to the local economy, furthering FMERA’s mission and bringing highly-anticipated tax revenue into the Borough.”  

“With over 400 homes activated across the Fort, we’re excited that residents can take advantage of dining locally with a view,” said FMERA Marketing & Development Manager Sarah Giberson. Giberson noted that, in the past two years, several residential projects have been completed including East Gate and Liberty Walk by RPM development in Oceanport, and Anthem Place, by Lennar in Tinton Falls. Numerous others, including Patriots Square, by Lennar in Tinton Falls are in various stages of development.

This June, FMERA issued a Request for Sealed Bids (RFB) in connection with the sale of an approximately 0.58 parcel of land containing the Fort Monmouth Telecommunications Tower and adjacent land, located in the Oceanport section of Fort Monmouth. Two compliant bids were received. Following review by the evaluation committee and under the terms of Section 5.0 of the RFB, FMERA requested a Best in Final Sealed Bid, resulting in an ultimate sale price of $1.1 million, offered by Global Signal Acquisitions IV, LLC (GSA).

GSA and/or its subsidiary has maintained and operated the existing communications tower through an agreement with the Army since 2005.

FMERA sold the property to GSA on October 25, 2019, who will continue to provide vital communications services.

Asbury Park-based developer Trip Brooks returns to Fort Monmouth for his second redevelopment project in the Oceanport section of the Fort, bringing an exciting vision for 75 flat-style living units and office/coworking space in the five former Army barracks, and a new restaurant and well-known theater to occupy the Main Post Firehouse and Kaplan Hall Museum. The project will preserve the Historic nature of the site and also include a wetlands preservation park along Oceanport Creek.

A Purchase and Sale and Redevelopment Agreement was executed last month, and the developer is currently undertaking due diligence and formalizing his site plan. Brooks and his partner proposed to pay $4.85 million for the property and to invest $22.5 million in the project with 40 permanent jobs being created.
 
Brooks is also the developer of The Loft, the future home of a microbrewery and event space, also in Oceanport.

TetherView Hosts Car Show in Support of the Marine Academy of Science and Technology

On June 30, visit Fort Monmouth’s historic Russel Hall for the Marine Academy of Science and Technology’s (MAST’s) Car Show, hosted by TetherView. All proceeds will benefit students working on their senior project — an opportunity to design and build energy-efficient vehicles to compete in Shell’s Eco-Marathon.

MAST, a specialty high school, is part of the Monmouth County Vocational School District. The school’s mission is to “strive to develop literate, ethical and productive members of society empowered to meet the challenges of a global community by providing a rigorous academic environment with a core specialization in marine science and technology.” MAST students are taught a variety of marine science and engineering courses, in addition to a regular high school curriculum.
