Project Description:

The project Scope of Work consists of abatement, demolition and site restoration on a site located at the former Fort Monmouth campus located in Tinton Falls, NJ.  The project site is located at the intersection of Corregidor Rd and Pearl Harbor Rd in Tinton Falls, NJ.  The Scope of Work includes the abatement and demolition of two (2) buildings on the project site.  One building, known as the Myer Center, is a 4 and 5 story building consisting of approximately 670,000 s.f., and the other building is a 1 story building consisting of approximately 44,000 s.f.  Both buildings are vacant.

A. Sequencing of Work and Project Schedule:

The Myer Center building (a 4 and 5 story building consisting of approximately 670,000 s.f.) was constructed in four (4) quadrants which enables the abatement activities and demolition activities to proceed simultaneously in a sequenced manner.  The abatement activities (i.e. the removal of asbestos and universal waste materials) will commence first and will proceed from quadrant to quadrant throughout the building.  When abatement is completed within a quadrant the demolition activities will then commence in that corresponding quadrant.  The other building (a 1 story building consisting of approximately 44,000 s.f.) will first be fully abated (i.e. the removal of asbestos and universal waste materials) and then demolished.

The abatement activities (i.e. the removal of asbestos and universal waste materials) for the project are scheduled to commence on or about January 15, 2018 and scheduled to be completed within six (6) months following commencement of the work.

The demolition (i.e. controlled dismantling and collapse of the buildings utilizing heavy construction equipment) and site restoration (i.e. grading and lawn stabilization) activities for the project are scheduled to commence on or about March 27, 2018 and scheduled to be completed no later than February 12, 2019.

A comprehensive Project Specific Health & Safety Plan has been developed for this project by Tricon and will be in effect at all times throughout the project until completion of all work.

Fencing will be installed by Tricon around the perimeter of the project site to prevent the public from entering the project site and work zone.  Tricon will post adequate warning signs denoting the potential danger of airborne asbestos on the perimeter fence, on the fence at the designated entrances to the site, and at designated entrances to work areas within the site in accordance with the contract documents, and will prevent access to posted areas and work areas by unauthorized or inadequately protected persons.  Non-authorized visitors and interested parties are requested to keep out and away from the perimeter of the project site.

B. Asbestos Abatement Activities:

The buildings interiors and exteriors have been thoroughly inspected and surveyed by T&M to identify the types and to estimate the quantity of the asbestos containing materials (“ACM”) that are contained in the buildings.

Tricon personnel who are trained, knowledgeable and qualified in the techniques of remediation, handling, cleaning of contaminated areas, and disposal of asbestos-containing materials and associated containment materials will supervise all abatement activities.  All Tricon personnel will comply with applicable Federal regulations and State regulations and shall be capable of performing the work of this contract.  All Tricon employees engaged in the removal of ACM shall hold valid New Jersey asbestos handler’s licenses and hazardous material awareness licenses, as applicable.

Tricon will comply with asbestos abatement notifications requirements and will submit to NJ Department of Health, NJ Department of Labor and USEPA.

All building interior abatement activities will be performed in accordance with all applicable regulations pursuant to OSHA Asbestos Construction Standard 29 CFR 1926.1101, N.J.A.C. 5:23-8.14 as applicable, and USEPA, as well as the contract documents.  All openings in or on the building exterior walls and roof (including windows and doors) will be sealed prior to commencement of the building interior abatement activities, and all building interior abatement activities will be performed under negative air pressure utilizing modified full containments to ensure that the ACM is not exposed to the outside air.   Abatement personnel will install critical barriers at windows, doors and openings and, a sufficient number of air filtration units to achieve the .02 W.C. of negative air pressure within each containment area/zone.  A digital manometer will be utilized to monitor and ensure the negative pressure is maintained throughout the abatement process.  Tricon’s abatement personnel will remove asbestos containing materials (“ACM”) manually and mechanically, utilizing wet methods and amended water. The ACM will be transported to the waste out areas and then transferred to ACM waste containers for safe transportation to an approved disposal facility in accordance with the contract documents and all applicable laws and regulations.

Dust tight debris chutes will be installed on the exterior from the top of the building to a secondary containment which will house Tricon’s waste trailer at ground level. The chutes will be used to transport ACM from the building directly into the ACM waste trailer for final off-site disposal without exposure of the ACM to the outside air.

Exposure monitoring for the abatement personnel will be performed by Tricon during performance of the abatement activities in accordance with OSHA Regulations 29 CFR Part 1926.1101 “Exposure Monitoring”.  Daily monitoring is performed after initial levels are determined to assure low exposure levels or until a negative exposure assessment is completed.

T&M Associates will provide full time Construction Administrative Services during Tricon’s performance of the asbestos abatement activities to ensure that the work is performed in accordance with the contract documents, and Tricon will be responsible for compliance with all applicable laws and regulations.  T&M will perform progress area air sampling utilizing Phase Contrast Microscopy (PCM) at the perimeter of any established containment area/zone during the times of active building interior asbestos abatement activities.  T&M will also conduct the final clearance air sampling utilizing Transmission Electron Microscopy (TEM) upon the completion of all building interior asbestos abatement and encapsulation activities within each established containment area/zone as part of this project.

Building exterior abatement of all non-friable materials including roof flashing, etc, will be removed utilizing non-friable methods in accordance with OSHA 29 CFR 1926.1101 and NESHAPS regulations.  The Myer Center building exterior metal panels which contain ACM caulking compound will be removed and lowered to the ground from the building using mechanical methods. Caulking will be removed from the panels or the panels will be disposed of as ACM contaminated debris.

C. Universal Waste Abatement Activities:

The buildings have been thoroughly inspected and surveyed by T&M to identify the types of universal waste materials that are contained in the buildings, including PCB-containing ballasts, fluorescent light tubes/bulbs, mercury-containing light switches and thermostatic devices, transformer oil, oils/varnishes and batteries.

Universal wastes will be collected, packaged and removed from the buildings by Tricon personnel concurrent with the asbestos abatement activities prior to commencement of the demolition activities for recycling or disposal in accordance with all applicable laws and regulations.  All removal and storage of universal wastes will be managed in a manner to prevent release to the environment in accordance with the contract documents.  Universal waste materials will be collected by Tricon personnel and packaged in containers suitable for safe transportation to prevent breakage and leakage. All containers will be clearly labeled with the accumulation start date and the type of universal waste.

D. Demolition and Site Restoration Activities:

Tricon will be responsible for conducting pre-demolition and post-demolition surveys of all structures located within 200 feet of demolition activities, as well as vibration monitoring during such activities.

Demolition of the buildings will commence following the completion of the asbestos and universal waste abatement activities.  Once a quadrant/structure has been cleared for demolition and the work area perimeter is established, demolition will be allowed to proceed.

Demolition of the buildings will be performed in a controlled manner utilizing a high reach excavator(s) with a universal processor attachment to systematically demolish and collapse the structure in accordance with all applicable regulations and requirements pursuant to OSHA Standard 29 CFR Part 1926, NJ Administrative Code and NJ Department of Community Affairs, as well as the contract documents.  Demolition will proceed from highest to lowest floor and progress bay by bay.  All aboveground structures will be demolished inward, away from adjacent structures and properties.  Where possible, the buildings will be demolished within the footprint of the foundation to minimize disturbance of surrounding areas.  The use of explosives is not permitted anywhere or at any time on this job during the demolition activities.

Concrete and masonry materials will be sorted and processed using excavators equipped with grapples and/or pulverizers.  As demolition progresses materials will be segregated and processed/crushed for on-site use, for off-site disposal or transport to recycling facilities in accordance with the contract documents.  Materials generated and scheduled for off‐site disposal will be live loaded into trucks and removed from the site using walking floor trailers or dump trucks.

Dust suppression and control during the demolition and processing/crushing activities will be accomplished by Tricon with the use and application of a water misting dust control system on the equipment and in the work zone to keep dust from migrating outside the project limits.  In addition to the dust control systems on the equipment/crusher and in the work zone,  water hose(s) may also be utilized at localized work areas as additional dust control measures, as necessary, to keep dust from migrating outside the project limits.  Activities with the potential for silica exposure exist within the project scope of work.  All demolition and processing/crushing activities will be performed in compliance with applicable silica exposure regulations.

Upon completion of the building demolition, the areas of disturbance will be graded for positive drainage and stabilized with topsoil and lawn.

T&M Associates will provide part time Construction Administrative Services during Tricon’s performance of the demolition and site restoration activities to ensure that the work is performed in accordance with the contract documents, and Tricon will be responsible for compliance with all applicable laws and regulations.
